Officials
Bruce was appointed the Town of De Kalb’s Assessor on July 1st, 2007. At the time, he was also Assessor for the Town of Lisbon. Now, he serves as Assessor for the Towns of Clare, De Kalb and the City of Ogdensburg. He is a member of the St. Lawrence County Assessors Association (SLCAA) and is in his second year of a 2 year elected position as SLCAA President . For the past 9 years he has been a member of the St. Lawrence County Board of Realtors where he was an Associate Broker with America 1 Realty listing and selling real estate in St. Lawrence County. Bruce resides in Lisbon with his wife and 2 daughters.
Each year an assessor must receive 24 hours of “continuing education” (more recently NY State has reduced this to 12 hours, starting in 2012). Assessment related education may be obtained by attending one-day thru five-day training workshops on specific topics throughout the state. Cornell University offers many such classes in July in Ithaca. Other training and continuing education credits can be received at the Annual Assessors Conference in September.

Bruce tries to especially concentrate on 3 main areas while being an
assessor. The first is to simply listen to the concerns of residents.
Next, is try to explain equitable assessing and assessment/tax
questions. Finally, is to help property owners with applying for
exemptions. Exemptions are certain values that are granted to property
owners that lowers their assessments, thus lowering their taxes. Some
applications that property owners may apply for are: the Basic Star,
Enhanced Star and Aged Exemptions, Wartime Veterans, Cold War and
Disabled Veteran Exemptions, Disability and Limited Income Exemptions,
Agriculture Land and Building Exemptions. Residents can find many of
the exemption applications on the home page under ‘Assessment
Information’. The other applications can be obtained by calling the
assessment office or stopping by.
